Old Hooked Silk Ribbon Rosettes

I am unsure of exactly what these were used for.  Rosettes made from a silk ribbon with  carved mother of pearl decorative in the centre that has a connected brass hook, all hand stitched onto a squared taffeta base.

Each measures 8cm in diameter
